tune id - please .. anyone?

Its from an old set of mine i just listened to, realised i can't remember anything about it.. all i know was that it was released anytime before august 2003.. Its kind of heavy electro, but with definate techno influence.. possibley produced by someone more known for their techno.. i was thinking penalty records, but its not.. It's got someone's sound stamped all over it but its not springing to mind.. any suggestions even as to who it could be style wise would be helpful.. gotta bit of a mental block going on....
