For bass it depends on what you are going for... more notes == more energy in most cases, but it depends on exactly what pattern you are working with, and of course the bass tone.. I'd comment further but the bass isn't really coming through at all on these shitty speakers at work so I'm not sure at all whats there. heh

As far as the hats/cymbals... gotta start with the right samples first.. if you do infact want to keep the ringy samples, then ya I'd eq it completely different... try around 8k or so for makin stuff cut through but not burn your ears out.

12k+ is useful for opening the top end to make it feel as if the track is not being played played through a tin can and such.
