i have a track at the moment with what your talking about...

heres how im doing it....

The hiss

i have a wav of just noise sampled; i actually sampled a hiss noise from LucasArts sample CD about 30 secs long

then duplicate the channel and hard pan, left and right.

then i inserted a filter where you can choose different waveforms on both, and automated away!!

choose a crazy waveform for good effect.

the clips n clops

use your ears for this one....

first try and find about 10 small sounds that have a real wet sound....

again from the lucas arts cd i found some weather sounds with drips, clips, drops, clops,

use something like the redrum or battery to load the samples in
pan a few soft left and right, some centered

then make a regular rhythm with the clips n clops, but varying it slightly throughout the track

as techmouse said...distort or bitcrush some snippets of vocals and whack them in here n there.

its time consuming, but im gradually piecing it together
