Opening ports 6891-6900

As a help topic on MSN, it tells me to do this so that I can configure my network so that I can transfer files quicker through messenger.

As many times as I have followed the instructions, I can't find a way to do as it says?

Does anyone have a dumbed down method of doing this so I can transfer on MSN quicker?
