but not to Milan's advantage, so docking points is a none starter in this case, as it would benefit Milan.

how about just banning Celtic from having away fans in the CL.
I would say ban them from next years CL, but that would be extremely harsh as Milan were allowed into last years CL after fixing matches in the italian league the previous few seasons.
